This sort of thing has been going on since people started storing their money in Temples in ancient Mesopotamia some 6,000 years ago.
Incidentally, this sort of thing is why Hitler kicked the bankers out of Germany. This is also why he was demonized as a Jew-hater (it just so happened that nearly all German bankers at the time were Jews) and so on, very much like what is currently happening Blagojevich and countless others like him during the course of history.
