This is the outlet mall area near JR Tarumi station in Kobe, Japan. They have many name brand outlet stores here and it's also a nice area to come and walk around. There are also some great coastal views as well.
@flatblackstrat Yes, I have heard the same. Friends who grew up there say that it was a barely developed little town and that there used to be fireflys.
Tarumi actually started as a fishing community not a beach town, it is still a big fishing port even today. But it did have the beach instead of all the concrete and sea barriers like now. But i think do to tsunamis and the flooding problems they once had they decided to change it into what it is now. You are definitely right about the prices there. They don't have much worth buying except for shoes.
