1/27/2009 - Roman fighting corruption speech at Dekalb County, GA Board of Commissioners

My name is Roman Delovsky. Several years ago I reported few times to Board Commissioners about Atlanta Georgetown Condominium Association, BOD and Heritage Property Management Services doing many Contractors work for hundreds thousands of dollars without Permits and Inspections from County with Code violations. Code Enforcement covert them.
Nothing was done. Now is worse. BOD and Parkside Management continue not to obtain Permits for many years for jobs totaling millions of dollars. Heritage who is managing hundreds condominiums and properties and Parkside Management Company are using the same Contractors paying much more when market price with no Permits and Inspection from County, putting many thousands of people lives in jeopardy. Also Dekalb and Georgia are loosing millions of dollars, which are going to somebodys pockets of organized group .
In my strong opinion his actions must be investigated by Dekalb County and Georgia Government to protect people and fight for County money.
Code and Law Enforcement Police are under CEO of Commissioners control.
Code and Law Enforcement Police of Dekalb County dont do proper job to stop those violations. They ignore many of my complaints and cover up the wrongdoing of BOD, managements and contractors. For example: Recently Association hired an Engineering Company and Keller Waterproofing Company to do a big waterproofing job on 3071 Colonial Way building and they did not obtained Permit and inspections from County, violated the Georgia Dig Law and twice basted the main water pipe, compliantly destroyed two units, including mine. Dekalb County CEO Mr. Ellis has all opportunity to protect peoples lives and safety, also to force to collect the money for County by obtaining Permits.
I am requesting the CEO of Commissioners to investigate this serious issue. Please give me an appointment and I will bring evidence and help the investigation.
