That looks like an elemental I saw when I was at Gettysburg. Also I observed a red tail hawk grab something similar but quickly let it go. Whatever it was seemed unaffected by the attack both seemed disoriented due to contact but quickly continued on the path they were on. Great footage!

@soulshaker51 I even suggested it might be the ole black plastic bag floating in the wind. But it is odd, and I was there. Did not look like a balloon. Strange world we live in. Thanks for the comment.
