In that case, I think, it would be better if the Mother, relatives, frens persuade him to go back to Nepal. If the things are in the way as you have comprehended, it makes this case more like a personal case, (would be better if it doesn't need to take the diplomatic steps).
And, from the video, the boy seems to have legal visa status and he don't want to go back to Nepal. In this situation, US govt can not force him legally to go back Nepal, this is the problem that his mother is facing. I really feel bad for the mother, but this has solution only at the diplomatic level. I wish Nepal Embassy at USA can do something for her.
The problem is law. North america has so much of freedom and self-right. Until and unless the person is legal , nobody can force him for his decision, even his mother. Without his own wish nobody can force him to go back to Nepal not even US government without any wise reason. The boy can not even be taken to hospital or any rehab center without his wish, but this rule out for the emergency medical/surgical condition or mental impairment.

Nepalese students in US should learn a lesson from this...life abroad doesnot mean just party, fun,fashion so n so..need to realize ours dreams, ambition n our root! no doubt there are some hurdles..a lot of struggle but drinking is no solution. I pray for the lady n hope she will succeed soon. but i dont get wats the thing with government, why can't she take her son back if he has his passport.
I didn't understand what the real problem is. Isn't it so that any person can go back to his own land if he is not in custody or isn't held by any law in foreign country? Even if his visa was expired, he could still go back to his country if he has a passport. If he has been held for any crime or so, then Nepalese Embassy should talk to the US authority.

best way to find out lawyer and proved he just used it for personal use due to personal problem than it works
