i dont get the dots thing for the mob, the more the stronger?

There are mobs that look exactly like this one all over that area. But they all only have 2 dots, THIS mob in the Vid is a Rare mob that drops a very nice staff. You can only tell the difference between this guy and the others by the amount of dots it has. I only know of this mob though that is like this, other Rares you can just tell by there name.

Pretty much yeah. But this video was mainly for some people in my Legion who were looking for which mob drops a staff I have. This Rare mob has the same name/look of all the normal mobs around him, and you can only find him by looking at how many dots they have, in this case. All the other Rares that I know of have a different name.
