all u need to grow food is a bucket water soil and seeds and light... all things that can be found in unlimited numbers in teh city or the country... u can use coke bottles, strings... all kinds of recycled materials to create garden space in cities...also google and youtube gorrilla gardening...
Maybe it has something to do with the fact that these lower income communities are generally in the inner cities. For some odd reason, there aren't many farms in the inner cities to offer "locally grown" sustainable produce.
Most of the folks live where there are no farms, and most of the farms aren't in densly populated areas.
