Impossible. The other tones are untouched, undistorted, and pitched normally. Music, dialog, etc. Nope, this is someone sticking a 3kHz tone in there.

The sound you hear at :15 is 3kHz - three kiloherz. The teen tone is usually above 12 or even 17 kHz.
