I remember listening to this using modplug, but I don't think it was actually used in the game.

Yes, this is Newmca16.umx, its Beta-version title is "Unreal #16"; it's author is M. Van den Bos, it haven't been used as Unreal or even Unreal Beta SP-level background music. But in Beta version, it is the background music of VillaDM multiplayer map. In the alpha version, this unused track was titled as 'Battle Frenzy'.

must be from the RTNP add-on that was bundled with UG, I've played Unreal 1K times (admin for 6 years) and can't pin this to any level that comes to mind.
