He massively improved slums, built formidable schools and nurseries, beautiful libraries and hundreds of parks and other pedestrian spaces. He was a leading innovator in America in creating a bicycle path network, restricting car use and radically improving pedestrian facilities, building more than a hundred kilometres of pedestrian streets and greenways. Inspired by the Curitiba model, he created the TransMilenio bus transit system which has been a role model to many cities.

Subway is maintanance expensive and dangerious where earth quakes are present but earthquakes happens everywhere in zone or not. One day it just happens. Rail system is not very flexible. One train stuck on the rail, whole lane shut down. Busses can travel change routes, broke down not big deal. Aged busse can be sold to whoever wants to buy. It can change streets a little bit at a times or can be rerouted during construction. Or even some routes could operate with very prolonged busses triples.
