Hearing this now, after seeing the episode the line actually appeared in, I'm thinking this has got to be a rehearsal take, or part of the read-through - it sounded SO much better in the episode. :)

It is a little over the top and cringe-worthy when taken out of context like this. There are a million Tennant lines that would also sound as bad on raw audio. It's nothing to go by.
