@torwxHawks I meant just VORTEX- I mistakenly put the 2 in there out of habit. VORTEX ran from 1996-2008 (if you include the smaller projects). I am not sure if ROTATE was still running in 2008

@niselat I'm not sure which flashing lights you're referring to, but VORTEX 2 wasn't operating in 2008, so you couldn't have seen that. However, other research groups that were using mobile radars and instrumented probes were operating individually in 2008, so perhaps you are talking about one of those groups.
