Kuldiga - a town with joie de vivre

The winner of the "European Destinations of Excellence" (EDEN) award 2007. Kuldiga - a town in the Kurzeme region with its historical part and Valley of the River Venta is known as "The Latvian Venice". The tourism recourses of Kuldiga town are based on its historical and cultural heritage. It is aiming to establish a functioning complex of 'live museum' in the historical centre of the town.

That is the Town festival held every summer in Kuldiga . The "mini marathon" through the river has become more and more popular every year, with lost of people dressing up, though have no idea how it started, I suppose alternative way of doing the standard running through the streets?

Beautiful Town. I had the chance to visit in 2007. I am curious, though, what is the festival in this video, and what is the reason for running through the water?
