That is just an electric control which raises and lowers the radio chromium-plated metal aerial (mounted just over the right front fender). Early 911/912 owners soon realized that the luxurious AM-FM radio device included onto their cars' standard outfit couldn't have been anything but an ornamental stuff without an external antenna...

The video has been taken in Northern Italy, riding southbound along the Como Lake eastern side. You are right: that's actually a great place to drive a classic sports car.
