It's a cover of a Tom Waits song that Bruce is known to do a lot in concert (in New Jersey). I think it made an appearance on his "Live 1975-1985" compilation.

my favorite part of this .... "kiss yer baby" He starts to get weepy, I was 8 rows out looking at Bruce's head the size of the moon on that jumbotron. He was so emotional. Bummer, e street band never the same.

Jersey Girl was written by Tom Waits and released in 1980 on the album "Heart attack and vine". Bruce must have paid Tom a handsome royalty to butcher such a great song. LOL
