I don't think Wesker will stay dead.
Ada Wong appeared to die and she was brought back, but you knew that from close to the end of Resident Evil 2.
It's something akin to comics, no one seems to stay dead, even Bucky, Captain America's sidekick. Wesker is screwed up either way.
