they have an engine off to save fuel. they can still taxi on one engine and as everyone should know, they use the rudder pedals to steer. at low speed on the ground, the rudder pedals also turn the nose wheel..
@brighdt01 they do that as a precautionary measure for when the plane is taxiing into the gate, it shuts down the left engine, so as soon as it stops, the ground crew can get right to work on unloading the passengers and baggage off the plane, as you can see, and shutting off the engine only slightly affects the control of the aircraft, but they can still taxi without problem! hope that explained it! Why did the pilots turned off the left engine? Because I believe that will make the aircraft more difficult to control and I haven't seen other pilots in other turboprop aircraft turning off their engines like that .

@brighdt01 actually when they taxi they use a tiller which turns th fron wheel to allow them to turn on the ground

They taxi with rudder pedals. And these use yokes. Airbus's use joysticks

Pilots also will do that to save fuel while taxiing, could be a combination of both!
