How to drop world items. To start, when you Fswap the items in your inventory with the (Save Editor), Set the number of each item as something different, So you know what is what. Example 10, 20, 30, 40 and so on, Then make a note that 10 is house, 20 is pool table and so on. Now that we got that out of the way, lets get started.
To start, drop 5 ammo, 5mm work the best, You are going to use these to stand on, and then drop a item. It's trial and error, but you stack more ammo higher if the item you drop is sunk into the ground, Or you will go into sneak mode if the item is to high. Like I said it's trial and error.
The other way for world items is to place a item on the ground (Tin Can) save your game, Open up the save editor then turn the (Tin Can) into the item you want, Example a house. Any ways that is the basics, Once you get the hang of it its fast and easy to change the game world as you see fit, Have fun. Game Save Sharing
As of the System Update released on April 16, 2010, you can now use any USB flash drive or disc based hard drive to store Xbox 360 files (gamesaves, gamer profiles, gamer pictures, themes, etc).
You can have up to 2 connect USB storage devices at a time with a maximum allotment of 16 GB each for a total of 32 GB at a time. You can have more than 2 storage devices, but you cannot use more than two at any given time.
Sandisk is partnering with Microsoft to release a Xbox 360 branded USB flash drive in 8 GB and 16 GB sizes. These come already formatted to the Xbox 360 file system and include a 1 month Xbox Live subscription.
However, you can use any generic USB flash drive or hard drive, but you'll have to format it from with the Xbox 360 dashboard. Obviously, the generic USB storage devices are much cheaper!
HOW TO FORMAT TO THE XBOX 360 SYSTEM:
You can format the generic non Xbox 360 branded USB storage devices from the Xbox 360 dashboard under the System Settings in the Memory section. Just as you would format a OEM Xbox 360 memory device. Watch video clip below.

IN REGARDS TO MODDING AND OR EDITING CONTENT:
You will either need to manually decipher the content and the way it is set up or download a program that can access the Xbox 360 files on the USB flash drive such as the free program called "Modio". Which can be found on Game-Tuts.com.
Xbox360 Saves, Just rehash and resign using Modio and put the save onto your thumb-drive and then into your Xbox360 to enjoy and play

where are the world object id's, i googled and can't find them. they are not in the folder like you said

They are all found in the same folder as the editor lol. They are called fallout3.tsv, PL.tsv, BS.tsv, thepitt.tsv, zeta.tsv just double click on the file and it will open in note pad, do not delete or change the file in any way or the editor will no longer work, just view and copy the ID's down of what you need.

@RealArchaic just re-downloaded and found them thanks, also one more quick question. if I replace a milk bottle with a mailbox will every milk bottle in the game turn into a mailbox?, cause that might cause some problems.

Only items you have touched will be swapped. Say you have two milk bottle in your inventory and you drop one, and lets say there is one sitting on the shelf. The one in your inventory and the one that you dropped will both be swapped for fill in the blank but the one on the shelf that you did not touch will stay a milk bottle.

All buildings will start with (STAT), So I just search for STAT and then go down the list in notepad ;)
