@NGclassic you should try what RickArter suggested. Especially changing that thermal paste. Search on youtube (here) a tutorial on how to change the thermal paste and then try, or call a professionist.
Anyway it worked for me so now I have a normal temperature

Remove cooler remount with better thermal paste. Then be sure that the pushpins are fully connected. If that still is a issue go into bios and make sure fan is set to 100%. You might want to look at your case cooling as well.
