well since i have no info on you whatsoever, i'll give you general direction and if you need something a bit more personal just send ma an email.
stride frequency drills i recommend: hill sprints - sled sprints or harness sprints w/ a partner.
stride length comes from your bw strength & increase in mobility.
plyometrics - bounding single leg & double leg, box jumps, pogo hops, jump rope etc. will all decrease your ground contact time at top speed.

great video.. integrating "determined" overload drills to "non determined" sport-specific drills is pretty badass..
