'The New Freedom' comprises the campaign speeches and promises of Woodrow Wilson in the 1912 presidential campaign. (remember the fed reserve act was in 1913)
essentially, it says that 'the money trust' (big banks) were controlling the market before the federal reserve act was passed
the fed was created so that all banks could have access to the funds they needed to prevent liquidity issues

and how could something in a book published earlier in 1913, contain a quote of something said after signing the federal reserve act, which was passed at the end of the year (12-23-1913)?

After months of hearings, debates, votes and amendments, the Federal Reserve Act was approved by Congress on December 22, 1913, by a vote of 298 yeas to 60 nays, with 76 not voting. The Senate, on December 23, 1913, agreed to it by a vote of 43 yeas to 25 nays with 27 not voting.
