because the name refers to the black woman that refused give her place to a white man in a bus she got a fine of 10 dollar she refused to pay that in 1956 she was arrested, dr luther king heard about this thing and fixed that the buscompany went almost bankrupt so because of this commotion, rosa parks was a famous black woman.
So what outkast did they took a famous name for extra attention from the media etc. thats why.
