@EnsignN7 Giovanni had to revoke himself from gym duties when TR disbanded in FRLG/RBY and in the time that passed, Red continued his training on Mt. Silver, Blue replaced Giovanni as Gym Leader and Lance reclaimed his position as champion until Jimmy/Ethan/Gold/Kris/Lyra defeated him in HGSS/GSC

How did Blue get demoted to Leader? Lance was only knocked down to one of the four when he was defeated by Blue.
