She was showing pluralistic ignorance. If none of the bystanders are concerned then she assumes that she should not be concerned as well, even at the risk of danger.
hm.. i don't think it is because she doesn't have a false impression of how the others are feeling and reacting, they genuinly aren't worried. However, she IS worried, she looks at the threat and and her peers' reactions, then adjusts her own behaviour to fit in with the group behaviour = confomity
