C Major: C D E F G A B C
C Altered: C Db Eb Fb Gb Ab Bb C (Fb is of course the same as E natural.)
Use the altered scale over the V chord and resolve it to the I of your key. E.g. use C altered then resolve it to F major.

i know the scale what notes should i make the root. that depends on the chord right cuz it sounds wack just stopping on c

cool stuff but i think you should go into more detail, talkin about the notes and the different between C Major Altered Dominant, and C Major.
