Ball passing activity is really good idea for this sort of event, but in real life, it shouldn't be, especially for those high up (public figures or successful businessman) in the country / organisation / community - shirking responsibility when leadership is seriously needed, denying habitually when there is really big issues to be solved and the issues becomes the commoner's problem, blaming others to distract the focus when he/she is the one deserve to be punished. What we (electoratea or consumers) can do - collectively vote them out or ask them to resign. Because these are the right time we exercise nation's interest,
