It was never banned you twat. Every character that is done has to have consent from the celebrities before they are even produced, not for when they are to air. Basically the makers of 2DTV would of got permission at least 6 months before the characters were even created.
I've worked in production so I know what needs to be done with regards to copyright and other legal issues.

@emokidx555 OK, but I am pretty sure this only applies for ads? Because you bet they would have got denied the permission from the real George W. Bush to do e. g. that famous "Bush playing golf" cartoon as well as the one where Bush plays the ball labyrinth game with his (apricot-sized) brain.
