The glow around the mouse pointer is an option in the screen recorder I use - Camtasia.

The opaque yellow highlight around my mouse cursor in these videos is a feature of the screen recorder I use, and isn't available as a mouse pointer for normal computer use.

The screen recorder I use is Camtasia Studio.

I don't know of a way to add a opaque circle around the cursor outside of camtasia recorder.
