but about revenue, the loss in tickets would be about $10 billion + a year, thats why it doesnt make sense to raise or eliminate it

Well, think about the fuel cruisers would save from not having to drive around looking for speeders, as well as the paper saved from writing the tickets and then going back to the station and filling out more paperwork.
