If the problem is panhandling, the people causing the problem need to be targetting with laws and enforcement -- and those people are those who give money to the panhandlers. Without them, panhandling would disappear, along with all its problems.

Drive them out of the state. Let America know California isn't the repository for lazy people anymore. Stop giving them stipends just because they're here. Put away the crazy ones, arrest panhandlers, arrest trespassers, arrest all of them for crimes committed. We do not find bums deplorable because they exist, we find them deplorable because of the things they do. There's a reason America's bums come here, and that can be changed.
