If it's negligent driving, and they cause death or bodily harm, yes. I doubt that in this case the driver was charged criminally, but I'm quite sure he got several moving violations and potentially lost his license. Negligent driving is illegal. When you get behind a car, you are controlling a potentially deadly weapon. You need to pay attention to the road and road signs. If you can't, you shouldn't be driving. If you choose to do so anyway.. you face the consequences.

I have now Googled looking for any site that actually has the story. Besides this video popping up on numerous news websites, I can not seem to find anything that says the man fled the scene. No I am not watching the video replayed on every news agency.
