No, Pee Wee Ellis and Maceo Parker did. They were the first to play it, and if you play it, you'll have to pay Pee Wee. Jaco Pastoriuos is just more famous, and then he played it more. Pee Wee Ellis is one of the soxofonists of James Brown. He also wrote "I Got You (I Feel Good)". So... Pee Wee wrote it
