Britain's largest police force has been using covert surveillance technology that can masquerade as a mobile phone network to intercept communications and unique IDs from phones or even transmit a signal to shut off phones remotely.

There are NO Constitutional Laws Against it. That's why the American Citizen needs Good Lawyers to protect us against Acts like this. Technology today, is moving so fast that we forget that Constitutional laws to protect us within the use of technology needs to be Updated and put on the books. If not, each new form of technology give "Law Enforcement" The Right to interpret its use ANY WAY THEY SEE FIT. Example: There ARE laws against taping a Land Line. But, NO LAWS against taping a Cell Phone

They can't turn off your phone, technically, they can just intercept and cut off your cell service. Just to be clear. I wouldn't want to be wrong and freak less technical people out, like you may have Lionel. If I were you, I would fix this so you don't lose credibility. Great story though, just a little sensational:-/
