the point to the air space is to provide an oxygen chamber, the roots would eventually hang into that. the watering will displace the gas space in the pot expelling waste gases. as the water runs out, it is replaced with air, so the pot basically breaths in during that process.
the hole in the second pot, placed right would prevent the roots from ever fully submerging.
I think the point to the system is simple, so the stack issue, probably would not work, or be practical.
put more holes around the outer bucket ... more holes means more air ... just make sure they are at the same hight (ur drain holes) ..

I built 3 Survive LA Buckets. The tomatoes in them are doing MUCH better than in standard planters.
