Topic: What happens when a state government encourages a more bottom up approach to addressing skills issues? Michigan in the United States has funded 13 skills alliances to tackle a current disconnect between regional employment and skills provision. The alliances have each chosen their own priority sector (health, construction, manufacturing etc).
