Technically...Tobi is the true leader of the Akatsuki..not Pein. Tobi is truely Madara Uchiha who is also mistaken for Obito who he is not. Pein and Konan report back to Tobi/Madara.

@oogisboo actually, tobi is tobi, cuz kabuto and tobi started a war with the 5 great nation, and his army is made up of the most badass people in history reanimated by kabuto, naruto and rest were winning, so kabuto had to use his ace card, MADARA UHCIHA him self, and tobi got the rinnegan and reanimeted all the jinkuriki and give them back there beasts, with the sharingan and rinnegan in each of them, and tobi said if naruto win, he could take of the mask... so tobi is tobi for the meanwhile
