Better to just keep cats indoors. Letting them outside isn't good for anyone.
Add a few bells to that collar design though, and I'd do my best to promote it.

Bells notoriously don't work to protect birds. Cats learn to stalk so slowly that the bells don't ring, then the cat pounces and it's too late for birds.
