@apban It's most likely a fake tattoo, cuz there's another panel where he and Lexa both had fake tattoos and Michael said that lexa put a fake tattoo on their daughter's arm and on their 3 month old son's arm.

It's Alexis Cruz. On the show he plays the character Skaara/Klorel both in the Stargate movie from 1994 and on the show. :)
