I found out who she is. She's Quincy Lucas, a school teacher whose sister (a doctor) was murdered by her ex-fiance, so she gives a lot of speeches for laws to stop domestic violence and violence against women. Biden wrote and introduced the Violence Against Women Act, so there you are. She wore her sister's scarf to give this speech, although you can't see it.
