i think it does work on the pc. to get into the citadel you have to do the main story by doing the missions.

when i play fallout 3 i do my main quest then i gotta folo liberty prime when i go out of the citadel my game freezes and i have turn of my xbox360 plzzzz help my:(

that really sucks the only thing i could recommend is possibly fast travelling to somewhere and meeting up with liberty prime at the purifier
