The minister was attempting to cross a line drawn in the sand to serve communion to the waiting folks through the fence. Apparently the BP thought this a dangerous activity. Friendship Park was established so people could communicate with each other, and it was the only place loved ones could really see or touch each other through the fence. BP has eliminated any contact or visiting now, in the interest of national security.
