You cannot have a mix of the two systems, as the basic premise of collectivism is strong central government - which leads always to government's tendency to grow. Government interventions to "aid" a problem always, and inevitably lead to future problems which the government then feels the need to rectify, etc. ad nauseum. Ergo, you have the mess we have today.
