is the paint brushes from michaels can be use for eyes?

Oh sure

lots of folks do this

they are not the 'best' brushes

but are extremely inexpensive and can handle the job of browbone application and lipstick

bonus: w/lips this size an everyday 'lip' brush (as they call it) isn't gonna do the job so u can use one of the royal series

it's in my favs for lips for sure..
