Why have a "card" when all you really are doing is reporting as a private citizen?
I dont see the point of this "card"...it doesnt give you a PASS for riding the trains....

Be careful in calling in suspicious people. There are lots of activists out there who are purposely filming railroads for the sole purpose of hoping they get stopped by the police. The cops just do their job by investigating a suspicious person report, but the activist/photographer will refuse to cooperate with the officers and not produce ID. This leads to a big mess, and eventually the activist will contact the ACLU to sue the cops AND the person who made the report! Be careful.
