They didn't slow down on the "Illuminati sign", they slowed down on the dollar bill. This is because money is arguably the most central factor to human life today. Also, for stylistic and aesthetic reasons, they chose to slow down the picture in order to emphasized a shift in the tone of the song at the line "We built the pyramids", which also makes sense given the nature of the image being slowed.
