It's members are elected through Congress, it's Banking regions under control from the Fed. I don't believe in this Conspiracy with the Fed trying to take over, it was all perpetrated by the Anti-Tax, Right-Wing Lobbies and Libertarians in general.

The Federal Income Tax all goes to the Fed to pay interest.

But to pay taxes is and they seriously amended the Law so it isn't violating any Constitutional Rights.
