Ohio lawmakers are considering a controversial plan to create a merit-based pay system to reward good teachers and protect them from budget-inducing layoffs. While the state's House of Representatives pass the measure, the Senate did not, forcing school districts to consider seniority only. Steve Doocy spoke to Michelle Rhee who faced a similar battle while acting as the chancellor of Washington, D.C.'s public school system. Rhee said the plan in Ohio has garnered a lot of support among parents and legislators, and is confident the plan will clear the current hurdle. Rhee, who founded of StudentsFirst, which aims to defend the interest of children in public education, says "last in, first out" policies are increasingly being recognized as outdated and ineffective and more and more states are looking at merit-based compensation programs.
