  • Call the water department.

  • actually, i' ve played with it some more and hot water is fine. it is only the cold water. when i turn the cold water on a little bit, the pressure is fine. when i turn it on all the way, it gets strong for a second and then the water pressure drops and there is a whining noise. is this the cold water cartridge problem?
