@peacuponiran not exactly, it's even not a unique aspect in different scales (as we call them Dastgah). there is a funny story: once they asked grand master to play a certain scale (dastgah) with their instruments, finally they found out that non of them are playing exactly the same tunes.

Amazing performance and masterful song writing. This particular song (Karavan) is among maestro Banan's best ever and to think that Ostad Mahjoobi couldn't even read or write music in the traditional sense goes to show that real God given talent does not require and academic enhancements!
By the way the picture posted for this video is that of Morteza khan's brother Reza Mahjoobi (often referred to Reza Divaneh). You may want to either correct this or add a note. Thank you for posting.

when we say quarter tone, is it exactly 1/4 tone off (+- 50 cents) ?

Thank you for posting this very important question. It is close but not exactly + or - 50 cents, not in all cases anyway. Piano produces a fixed sound, therefore it is critical to tune the piano accurately to help convey the aesthetics of radif music. Here Mahjoubi is performing Dashti in the key of A. This tuning is achieved by lowering E by 41 cents, raising Ab by 51 cents, and lowering B by 43 cents. Suggestion: try this tuning on a keyboard with scale tuning capability.
