1st explanation: the girl was talking sacastic. Most times in books and movies, ghosts are white.
2th explanation: "The white hand is trying to grab me" is a common line used by old people if they had a heart attack (atleast in germany it is). You dont believe in ghosts, then you dont belive in death. (death often imaginated as skelleton in cloak. bones = white.

there are also images of a strange laboratory in the green eidtion it has a certain number something with 100 ... but I cant remember that much.

The White Hand was confirmed to be a boss that was originally intended to be added into the game's script. It would appear as a boss in the Pokemon Tower. However, the creepy part was, that the hand's battle animation would cut off during one of his attacks ( "Brute ) By Slowing that footage down, people saw images of people screaming... it is thought that a programmer intentionally added them. Not only that, but also, the sprite of a Buried alive man... it was also intended as a boss o.O

I take it that it's alluding to the stereotypical white hands in Japanese folklore. Most kwaidan/kaidan (scary story equivalent) mention white hands (of the departed) clinging to something or someone. (If this is obvious to you, ignore it).
In other words, Nintendo was just simply inject some of the Japanese folklore into games for America, no biggie. :)
I played PokeRed...music makes me paranoid. So sad..
